Charles "Punky" Haynes is guilty for the actions of Charles "Punky" Haynes. It could be said that the law is guilty of enabling, or aiding and abetting him in his activities, but ultimately, he and he alone is guilty.
All of those who turned a blind eye, he is responsible for his actions and will be held to accountability, but allowing petty theft to go unchecked creates a disrespect for society's members.
In fact, he just gained a warm shelter, nice facilities and free foods for the rest of his life.What? He stole a murder?
